Unified Development Code

On February 24, 2015 the City Council approved an update to the Unified Development Code (UDC), Engineering Design Manual and Construction Standards, Parks Development Manual and amended Sign Ordinance. The approved documents in a printable format can be found below by clicking on the respective icon, and are effective February 25, 2015.

What is the Unified Development Code?

The Unified Development Code (UDC) is the regulating document for development in Pflugerville. It contains zoning, site design and subdivision regulations necessary for implementing the vision of the community as reflected in the comprehensive plan.

The UDC is located within the Code of Ordinances under Title XV Land Usage and Chapter 157.  It is applicable to all properties within the city limits, however only the subdivision requirements are applicable to development in the ETJ.

Revision History
Based on feedback from a study by Code Studio in July of 2012, the Planning Department has worked with the Planning and Zoning Commission as well as local stakeholders to amend and reconstruct the UDC into a more useable document.

Public hearings were held for the proposed changes to the Unified Development Code as well as the Engineering Design Manual and Construction Standards, and Parks Development Manual, two associated technical manuals. A minor update was also considered to the Sign Ordinance in order to incorporate the newly proposed zoning districts and update the nomenclature as necessary.

On September 15, 2014, the Planning and Zoning Commission conducted a public hearing and unanimously voted to recommend approval of the proposed revisions.

City Council conducted a public hearing on October 28, 2014, and continued the discussion regarding the proposed modifications on November 11, 2014. First reading of the ordinance was approved on November 11, 2014 and City Council's second reading of the ordinance is anticipated to be scheduled for February 10, 2015 at 7 p.m.
