The SouthWest Water Company owns regulated water and wastewater utilities across the nation, including Windermere, and serves cities, utility districts and private companies under contract. Their contract division currently has over 400 contracts and oversees over 350,000 connections in seven states: Alabama, California, Colorado, Georgia, Mississippi, South Dakota and Texas. Their utility division owns and operates more than 130 regulated water and wastewater systems representing approximately 160,000 residential and business connections in five states: Alabama, California, Mississippi, Oklahoma and Texas.
Can the City of Pflugerville provide water to those areas currently served by Windermere?
No. The Windermere Water Utility Company has the Certificate of Convenience and Necessity (CCN) for certain areas in the city of Pflugerville to service water and wastewater. A CCN is obtained through application from the Texas Commission on Environmental Quality (TCEQ). Once the utility company’s application is approved by TCEQ, they effectively become the sole provider of water and wastewater for the applied area.
