Applicant Disqualifiers

Any of the following will disqualify an applicant from further consideration at any stage of the process. 


Disqualification for 6 months, must re-apply
  1. Failure to fully complete the application in the prescribed manner.

  1. Failure to meet minimum requirements of Police Officer job description.

  1. Failing to cooperate fully with and keep all scheduled appointments with staff personnel involved in the selection process including failing to provide personal information as requested.
  1. Failing to supply the required documents and or submit the application within the specified time limit.
  1. Not TCOLE Certified or not a Cadet in an approved TCOLE Basic Peace Officer Academy.
  1. Failure to meet minimum standards for initial licensing by the Texas Commission on Law Enforcement.
  1. Having a driver’s license suspended, revoked, or invalid during the 5 year period preceding the date of application.
  1. Being denied drivers license renewal for Failure to Appear within the past 5 years.
  1. Being prohibited by state or federal law from operating a motor vehicle.
  1. Having an excessive record of traffic convictions or negligent collisions.  This is defined as:
    1. During the 5 year period preceding the entrance examination, convictions of 4 or more moving violations in a 12 month period.
    2. During the 5 year period preceding the entrance examination, a driver’s license suspension for failing to maintain financial responsibility, or for any reason that would indicate poor driving behavior or habits.
    3. A series of negligent collisions during the 5 year period preceding the entrance examination that would indicate poor driving behavior or habits, whether or not citations were issued.

Permanent Disqualification

  1. Having had law enforcement commission license revoked or denied by final order, or having voluntarily surrendered your license to avoid suspension.
  1. Having been convicted of any family violence offense.
  1. Conviction of, being under indictment for, or charged with any felony offense, including cases disposed of through Deferred Adjudication or Probated Sentence. Refer to TCOLE Rule 217.1

  1. Conviction of a Class A misdemeanor, including cases disposed of through Deferred Adjudication or Probated Sentence. Refer to TCOLE Rule 217.1
  1. Having a conviction of a Class B misdemeanor, including those disposed of through Deferred Adjudication or Probated Sentence within the past 10 years. Refer to TCOLE Rule 217.1
  1. Currently being on probation for any offense.  For the purpose of these requirements, a person has been adjudged guilty or has had a judgment of guilt entered in a criminal case that has not been set aside on appeal, regardless of whether:  Refer to TCOLE Rule 217.1
    1. the sentence is subsequently probated and the person is discharged from probation;
    2. the charging instrument is dismissed and the person is released from all penalties and disabilities resulting from the offense;
    3. the cause has been made the subject of an expungement order, or
    4. the person is pardoned, unless the pardon is expressly granted for subsequent proof of innocence.

  1. Circumstances surrounding the usage of the below listed controlled substances will be evaluated by the department on a case by case basis depending on the substance, the frequency, and recency for final determination.
    1. Hallucinogens
    2. Cocaine
    3. Methamphetamines
    4. LSD
    5. Heroin
    6. PCP
    7. Steroids
    8. All other controlled substances listed in the Health and Safety Code.
  1. Having illegally used or possessed marijuana in the past 2 years.
  1. Having illegally furnished, for personal gain, controlled substance or dangerous drug to another.
  1. Making false statements of fact, being deceptive by statement or written application or by any means in any part of the selection process.
  1. Not being of good moral character, or being known to habitually associate with those of questionable moral character.

  1. Having delinquent payments or not meeting financial obligation occurrences of issuing checks without sufficient funds.
    1. Texas Guaranteed Student Loan Corporation list the applicants delinquent on student loan payments.
    2. Criminal Non-Support, the applicant will be disqualified from being hired if it has been determined that the applicant is not current on child support payments.

* If special circumstances exist that resulted in late or delinquent payments the 

   back ground investigator should be informed.  These will be evaluated on a case 

   by case basis.  Examples: death of a spouse or family member, natural disaster, 

   any events out of the control of the applicant.

  1. Having been discharged from the military service with anything other than honorable conditions such as bad conduct, dishonorable or any other characterization of services indicating bad character.

  1. Having been discharged from any commissioned or recruit position within a law enforcement agency with just cause, resigning to avoid suspension or discharge, having resigned during a disciplinary investigation without a final judgment being rendered.
  1. Having had a commission license denied by final order or revoked, or have a voluntary surrender of license currently in effect.
  1. Applicants are deemed unsuitable if they currently are, have belonged to, or been closely associated with:
    1. Any organization which advocates the overthrow of any government by force or violence.
    2. Any organization which advocates or engages in unlawful conduct directed at individuals or groups based upon the individual’s or group’s race, sex, religion, national origin, age, skin color, sexual preference, disability, or conduct otherwise know as “Hate Crimes”
    3. Individual deemed unsuitable under this section remain permanently unsuitable.

  1. Is prohibited by state or federal law from possessing firearms or ammunition.

  1. Having delinquent payments or not meeting financial obligations.  Repeated occurrences of issuing checks without sufficient funds

  1. Without being specifically enumerated in the above disqualifiers, if circumstances exist which indicate the applicant is clearly unsuited for a career with the Pflugerville Police Department.  Examples (but not limited to): Outstanding Judgments, Class C Misdemeanor arrests, Alcohol Dependency, labeled by any court as a non-credible witness.
