Pflugerville City Council approves Transit Development Plan
On August 14, Pflugerville City Council approved the Pflugerville Transit Development Plan (TDP) which was developed in partnership with Capital Metro and provides for opportunities for the implementation of transit service within Pflugerville connecting to the Capital Metro service area.
The TDP supports transportation goals to have a regional transportation presence to ensure connectivity between emerging destinations and centers both within and external to Pflugerville and to maintain a voice in regional transportation planning and funding cycles; and, to balance land use and transportation infrastructure to make living, working, shopping and playing in Pflugerville safer and more convenient for residents and visitors. As transit pressures in the city and the region increase, this item provides the opportunity to hold additional discussions regarding the TDP and outline transit options for Pflugerville, including the development of pilot approaches to provide on-demand service and assess feasibility.
Pflugerville is participating in Capital Metro’s Service Expansion Program, which provides a process for jurisdictions in the urbanized area, but outside the Capital Metro service area, to access Federal Transit Administration (FTA) funds for transit projects. An adopted TDP is required for use of FTA funds for transit projects outside the service area. Funding for plan implementation is not included with the City Council approval of the TDP. Funding may be considered in conjunction with the 2018-2019 FY Budget.
“Adoption of the plan allows Pflugerville to partner with regionally-adopted transit plans to further evaluate opportunities,” Assistant City Manager Trey Fletcher said.
