The City of Pflugerville is requesting Statement of Qualifications (SOQs) from highly qualified consulting firms for the preparation of a new Comprehensive Plan for the City, a fast-growing community in Central Texas.  The Comprehensive Plan serves as the guiding policy document for the development of the City and will reflect the community’s collective goals and vision for its future.  The City seeks a multi-disciplinary team with significant experience in the development of comprehensive plans that incorporates substantial public input and provides a broad understanding of regional growth patterns and utilizes principles that encourage a viable built environment, resilient economy, harmony with nature, healthy community, and responsible regionalism. Request for Qualifications - Comprehensive Plan 

Questions & Answers:

1. What is the desired page limit for responses [SOQs]?    20 pages + appendix for project team biographies 

2. Is there a desired time limit for similar projects (e.g., past five years)?   Experience on similar projects within the last 5 years

3. Given that the current parks and recreation master plan is nearly a decade old coupled with the extreme growth anticipated for Pflugerville, would you entertain a more comprehensive update to this plan?  A comprehensive update may better position the City to address policy related issues related to Parks and Recreation as a part of the overall Comprehensive Plan update.   We will likely pursue a full update to the Parks and Recreation Master Plan at the conclusion of the Comprehensive Plan.

4. (Economic Impacts of Major Components of the Plan) Please clarify – do you want a fiscal analysis of the FLUM, or an economic impact analysis of project-specific items such as new parks, roadways, or similar initiatives? We recently completed a land use fiscal analysis which included the impact of roadways, including long term maintenance, and would look for goal, policy and action items to be included for the other major components of the plan.

5. (Economic Impacts of Major Components of the Plan) What is meant by “Close the gap between the desired development form and the market limiting factors to development within the SH 130 and SH 45 Corridor.” If there is a gap that is identified from the public process, we will look for goals, policies and action items that provide solutions to aligning the market conditions with the desired development pattern.

6. (Economic Impacts of Major Components of the Plan) What is the Market Study scope of work that was done by the Pflugerville EDC? We know they completed an ED Strategy a few months ago, but is there an additional project currently underway, and if so, what is that? The economic development corporation recently completed a CEDS but is not undergoing any additional project at this time.

7. Can you provide a range for your anticipated budget on the project?  We are not providing the estimated budget for this project. 

8. Do you consider this plan effort a new Comp Plan or more of an update to the 2010 plan?  New Comprehensive Plan

9. Can you describe the scope of the economic study currently underway by PCDC and when it will be complete?  The CEDS has been completed by PCDC. 

10. Can you disclose available fee for the Comp Plan?  No

11. The RFP mentions the City may wish to visit the consultant’s offices to monitor progress on the project. Does this indicate that the firm will offer preference to local firms?  No

12. Section 2.1 Submittal Content articulates requirements within the SOQ for a “statement of project approach: as well as a “project-specific approach.” Can you clarify what you expect to be demonstrated in the statement of project approach? Reading the RFP, our assumption would be the Statement of Approach is higher level. Approaches that drive the firm or philosophies/methodologies that will inform/dictate the project-specific approach.  In your approach, we’d anticipate hearing about how you would expect to address the elements of the plan.

13. What was the budget for the City’s 2010 comprehensive plan developed by Design Workshop?  $250,000

14. How strict is the 20-page maximum requirement, and will you accept submissions within a few pages of this target? We’d like to see the submittals with no more than 20 pages for the content; however, additional pages for bios will be accepted.
