HB 1378: Debt Obligation Reporting

The 84th Legislature passed HB 1378 to increase the transparency of local government debt. Under Local Government Code § 140.008, political subdivisions, including counties, cities, school districts, junior college districts, special purpose districts, and other subdivisions of state government must annually compile their debt obligation data from the preceding fiscal year.

Debt Financial Information as of September 30, 2018: Outstanding debt obligations. Includes purpose, credit rating, outstanding principal amount, debt service, and spent and unspent proceeds issue-by-issue.

Bond Authorization Balance as of September 30, 2018: Authorized debt, issued and unissued amounts.

SB 1221: Municipal Hotel Occupancy Tax Reporting

The 85th Legislature passed SB 1221 with the intent of increasing local government transparency while also allowing the public to better understand the state’s patchwork of municipal hotel occupancy taxes (HOT). To comply with Tax Code Section 351.009, municipalities that impose certain HOTs now must annually report their tax rates and revenue amounts, including percentage of revenue allocated for specific uses, from the preceding fiscal year.
